Groups for Perpetrators of Violent Behavior – Center for perpetrators of domestic, sexual and gender violence (C.U.A.V.)

The LUI APS Association offers the institutional P.U.M. activity. – Maltreating Men Program (or PUM), which is the Center for Men perpetrators or potential perpetrators of Domestic, Sexual and Gender Violence (C.U.A.V.), updated to the criteria indicated by Italian legislation: Agreement issued by the State Regions Conference on 14 September 2022, published in the Official Journal on 25 November 2022, to be considered fully transcribed here.

LUI, as a pioneering and historic Italian body in the re-educational field in question (having also contributed to drafting the draft National Guidelines, the aforementioned Agreement) articulates the program in the forms and duration foreseen by current legislation, while taking into account any judicial requirements deriving from provisions of the Court.

The path, which can also be undertaken voluntarily, has value for jurisdictional purposes as regards the certificates that the re-education body issues during the entire duration of the PUM-CUAV, also regarding the procedures pursuant to art. 165 paragraphs 5.6 of the penal code relating to the conditional suspension of sentences.

The PUM CUAV is nothing other than the program with “participation, at least bi-weekly, and successful completion of specific recovery courses at bodies or associations that deal with prevention, psychological assistance and recovery of subjects convicted of the same crimes, ascertained and evaluated by the judge, also in relation to the circumstances underlying the judgment formulated pursuant to article 164”, the so-called “recovery and social reintegration” re-education courses.

For users residing outside Livorno or outside Italy, the program can also be delivered remotely (online), in addition to the other forms provided. The program can also be accessed voluntarily and for other administrative or jurisdictional needs relating to the warning of the police commissioner, as well as further criminal, civil, juvenile and family law proceedings, following a documentary investigation with the association.

To activate the aforementioned PUM or to obtain further information, defenders or those directly interested are asked to contact the Association through our contact details, without problems of territorial jurisdiction, specifying the nature of the request.

In any case, the formal start of the re-educational program will be given directly by the interested user following a specific meeting with the Association aimed at verifying the presence or absence of the conditions for access to the path.

Historical excursus:

The LUI Association was founded in 2010, even before the issue of the so-called Istanbul Convention, international legal source of reference in combating gender violence.

The multidisciplinary team dedicated to this re-educational activity was specifically trained at the main international reference centers in the re-education of perpetrators of violent behavior in emotional or gender relationships which have been providing these services since 1970 onwards in close connection with the anti-violence services network as well as with the Jurisdiction.

The PUM has been in place on national territory since before the Istanbul Convention was ratified by the Italian Parliament.

In 2021 the LUI Association was invited by the Tuscany Region to participate in the drafting of the national guidelines subsequently issued by the State-Regions Conference on 09.14.2022.

The PUM-CUAV is already updated to all the requirements of the aforementioned national agreement.

The objectives of the PUM-CUAV are entirely overlapping with those set out in the art. 16 of the Istanbul Convention as well as the purposes indicated in the National Agreement of 14.09.2022.

The Association has protocols in place with the Jurisdiction (UEPE Offices) for the PUM-CUAV.

The re-education program is also provided within affiliated penitentiary institutions.
